Q&A with MCDOTRide On Chief of Information & Electronic Systems, Dave Kachemov

Q: Please explain your role as Chief of Information & Electronic Systems, as well as the responsibilities of your team.

A: The Chief of Information & Electronic Systems is responsible for all technology and fare collection capabilities for Transit Services. This includes information technology (IT); electronics and fare equipment on the Ride On fleet which includes the Flash buses as well as the fare validation equipment at the FLASH stations; Ride On Real Time bus shelter plus Flash station hardware and software; managing all technology innovations grants, and incorporating technology to improve transit service operations for the public and internal operations.

Q: What new technologies are planned over the next 24 months? 

A: In-process and over the next twenty-four months, there will be numerous technology updates and innovation pilots. The technology updates are: 

  • replacement of the 20+-year-old computer-aided-dispatch/automatic vehicle location (CAD/AVL) system that was not integrated with the majority of the other electronic equipment on the fleet, with a newer CAD/AVL system that is integrated with the other electronic components on the fleet, as well as providing automatic vehicle monitoring that gives real-time vehicle maintenance status and has the ability to stream video in real-time to central dispatch for improved safety;
  • upgrade the communications between central dispatch and the buses from the 20+ voice and data radio system that has very limited data transfer capability (updates once per minute to the newer system, every 10 seconds) by using a cellular router to provide data and then use the County’s new public safety radio for voice communications; 
  • relaunching and expanding the FLEX service.

Additionally, there are four innovation grants, two from the state of Maryland and two from the Federal Transportation Agency (FTA). The state innovation grants are:

  • automating the bus operators and motor pool attendants signing into and out of work versus going to the front desk to check-in, plus learn what bus to take, as well as removing paperwork vouchers and 
  • using a software tool to utilize automatic passenger counter information in place of farebox data for federally required ridership data that will associate data to routes that previously required manual review and analysis. 
The FTA innovation grants are: 
  • provide an alternative method to electronically pay for fare at medium and small transit agencies that cannot afford to pay to have a standalone smartcard system like the SmarTrip system, by using their smartphone and if do not have a credit card, can add value via cash in a convenient manner to their account and
  • crowdsourcing initially based upon COVID, but also can be used for high capacity routes that will let in real-time, the riders know bus capacity, as well as central dispatch to add strategic buses (extra buses) and alternative trip planning. 

Q: The Ride On Real Time (RORT) app is a web-based application. Why is it web-based and not a mobile app?

A: Initially, there was a web-based version and mobile app. Many agencies have migrated to just providing a web-based version as it can be pinned to look like a mobile app to activate in one click without going to the web icon such as Google and then typing in Ride On Real Time. This was made possible with 4G and now 5G speeds. The cost to constantly change mobile apps is very high as smartphone vendors are constantly changing their mobile phones. A web version does not require a change as well as not requiring multiple versions (web, Android, and iPhone).    

Q: Since the pandemic, what has been the usage of the RORT app? 

A: The usage proportionally mimicked ridership and as ridership has increased, Ride On Real Time usage has increased.

Q: How do you ensure the app consistently provides accurate information?

A: Ride On Real Time uses the schedule data sent to the CAD/AVL (tracking system) as the basis to calculate its prediction on when a bus will arrive. This schedule data was updated prior to the pandemic three (3) times per year. Each time there is a schedule update, we first check that the data can be imported to the CAD/AVL system and then monitor the performance of Ride On Real Time in operation. We use customer comments to assist in this analysis. At the beginning of the pandemic through the first several months, the schedule data to the CAD/AVL system was not updated and left at the January pre-pandemic schedule so the real time information did not reflect bus operations as bus operations were changed at a rapid rate.  

Q: The Flash Stations are unique and have various features to ensure passengers have a great experience while using the service. Could you describe some of the technological features at those stations? 

A: The Flash Stations have ‘totems’ that have monitors, like bus shelters, that provide Flash-specific real-time information to the public. These stations are not only visual but also have ADA capability to provide audio information plus braille to assist for the audio real-time data. Several of the Flash stations have kiosks to provide similar real-time bus information that our system provides. The FLASH system is based upon an “off board” faring approach like Metrorail. My group has provided SmarTrip validators using the same display and audio, based upon bus fareboxes for SmarTrip cardholders and Ticket Vending Machines for people that want to pay cash for their fare.

Q: Metro launched a virtual SmarTrip app for iPhone users ten months ago and an Android version recently. However, Ride On customers have not had the opportunity to use these services, because Ride On has been free since March 2020. What are you doing to ensure our systems are compatible, and our customers can use those SmarTrip apps for payments on our buses when fare collection resumes?

A: We have been updating the software on the fareboxes as WMATA has provided updates, which includes iPhone and Android, throughout the pandemic and we have increased our vigilance that the fareboxes have been properly updated since January 2021. We tested the mobile apps prior to even WMATA launching them.  

Q: When fare collection resumes, seniors and disabled riders will continue to ride free. Will they have to tap their cards on the farebox or just flash their cards or ID? 

A:  Like ‘Kids Ride Free’ on the Youth Cruiser SmarTrip card, we have requested WMATA to update the fare rate on the Senior and Disabled riders SmarTrip cards to $0 for all times when riding on Ride On and the Metrobus routes operated by WMATA within the County. This will make it so that seniors and the disabled always tap their SmarTrip card when boarding as opposed to pre-Covid to tapping sometimes and flashing their SmarTrip cards other.

MCDOT's Ride On - A Collection of Hope for the Homeless

 

MCDOT's Ride On depot personnel are providing a little more than reliable transit services and customer service to the community – they are providing support and hope to the needy.

All Ride On depots – Nicholson Court, Gaithersburg, and Silver Spring - participated in collecting household items to be donated to The Helping Hands Shelter in Rockville, a shelter that hosts both men and women with children. 

The collection started May 16 and ended on June 13 and all items were delivered to the shelter on July 14.

MCDOT bus operators, supervisors, and road coordinators interact with more County residents than any other department in Montgomery County. They see, interface with, and provide service to persons from all walks of life, including the homeless.  We are sincerely proud that they decided on their own to do something tangible to make a difference in the lives of others.

Ride On Flex, a unique on-demand transit service that was piloted in 2019 into early 2020, has been suspended due to the COVID-19 health crisis. MCDOT's Commuter Services Participants Win Three Regional ‘Commuter Connections’ Awards

Three employers active in MCDOT's Commuter Services program have won regional awards at the 2021 “Commuter Connections Employer Recognition Awards” for innovative and successful commuter programs. There was a clean sweep of the category with all three of the region’s employer awards going to organizations located in Montgomery County.

Employers FareShare Program

FareShare encourages employers to begin a commuter benefits program, or enhance the impact of their existing program, by increasing the amount of transit subsidy offered to employees to attract more participants. As long as an employer contributes a minimum of $25 to its employees’ transit subsidy, the County will reimburse the rest up to the Federal maximum of $270. MCDOT Re-Surfaces Dennis Avenue in Silver Spring 

MCDOT has begun resurfacing the full width of Dennis Avenue under MCDOT’s Roadway Repair program. After resurfacing, lane markings will be painted. The project will take 23 weeks to complete. For more information, view the project newsletter.

MDOT SHA Continues to Test Ramp Metering System on Northbound I-270

The Maryland Department of Transportation’s State Highway Administration (MDOT SHA) ramp metering system is expected to be activated in 2022. Ramp metering is a part of the I-270 Innovative Congestion Management project designed to help reduce congestion by using sensors that detect real-time traffic conditions and activate traffic signals, when needed, to more efficiently control how traffic merges onto I-270.

Montgomery Parks Continues Open Parkways Program

The Open Parkways Initiative includes 2.6 miles of Sligo Creek Parkway,1.3 miles of Little Falls Parkway and 2.7 miles of Beach Drive. Little Falls Parkway will be open on weekends from 7 a.m. Saturday mornings to 6 p.m Sunday evenings. Sligo Creek Parkway and Beach Drive will be open from 9 a.m., Friday mornings to 6 p.m. Sunday evenings.

MCDOT Launches ‘20 is Plenty’ Pilot Program

The pilot program lowers speed limits to 20 miles per hour on five streets to promote safer roadways for pedestrians and bicyclists. The pilot program falls under the County adopted Vision Zero action plan to eliminate serious and fatal collisions on County roadways for vehicle occupants, pedestrians and bicyclists by 2030.

County Executive Marc Elrich, County Council President Tom Hucker and Councilmembers Andrew Friedson, Evan Glass, and Pedestrian, Bicycle and Traffic Safety Committee Chair Kristy Daphnis joined MCDOT Director Chris Conklin at the podium.

“Slower speeds provide a safety buffer by shortening stopping distances and lessening the impact of crashes,” said Conklin. “When crash impact speeds rise from 20 to 30 miles per hour, the risk of fatality to a pedestrian increases eight-fold. Safety is at the center of all of our work. We are constantly asking ourselves what can be done to better protect the public and this pilot program falls in alignment with these values.” Learn more here.

Montgomery County Department of Transportation has  Installed ‘Dynamic Speed Signs’ Informing Drivers of Their Actual Speed on Brink Road in Gaithersburg as Part of Campaign to Lower Speeds, Save Lives

The Montgomery County Department of Transportation (MCDOT) has installed permanent, “dynamic speed signs” (DSS) on Brink Road in Gaithersburg to provide real-time speeds to drivers. The campaign is a pilot program under the Montgomery County Vision Zero initiative to eliminate severe injuries and fatalities from traffic-related incidents by 2030. Federal Regulations Continue to Require Face Coverings on Public Transportation Through Sept 13 

MCDOT reminds the public that Federal guidelines continue to require face coverings, through at least September 13, when traveling by bus, ride share, Metrorail or taxis. All MCDOT Ride On buses have a limited supply of face coverings for those who do not have their own. Ride On, Ride On extRa, and Flash buses remain free to all passengers through at least September. Fees were suspended during the health crisis. Learn more here.

Ride On Flex On-Demand Service Will Restart Operations on July 19  

Ride On’s Flex offers transit on demand in defined zones in Rockville and Glenmont/Wheaton. The 11-seat passenger buses provide service within these defined geographical zones at specific times of the day. Riders can request trips from a designated pickup location to a drop off location within the same service zone using the app or the new call center.  This and all County buses continue to offer free fair to all riders throughout the summer months.

Flex will operate in the Rockville zone from 9 a.m.-3:30 p.m. and in the Glenmont/Wheaton zone during peak periods (6-9 a.m. and 3:30-7 p.m.). The zones offer connections between households, transit hubs, commercial centers and public services. Learn more here.

MCDOT Ends Free Ride On Shuttle Service to Germantown Mass Vaccination Site, July 2

County Executive Marc Elrich announced that the COVID-19 mass vaccination site at Montgomery College Germantown Campus will close on Friday, July 2, therefore ending Ride On's free shuttle bus service, that ran between Shady Grove Metro and the Montgomery College Germantown Campus since March 31. The County will open an alternate vaccination site at the Upcounty Regional Services Center, on July 6.

Congressman Trone Tours MCDOT’s Gaithersburg Bus Depot and Electric Buses

County Executive Marc Elrich and MCDOT Director Chis Conklin hosted Congressman David Trone on a tour of the cutting-edge bus depot facility in Gaithersburg. Avocet Towers Investors, LLC Continues Road Closures in Bethesda Starting July 1

  • Closure of Wisconsin Avenue right turn lane and sidewalk from 7351 Wisconsin Avenue to 7359 Wisconsin Avenue. The turn lane and the sidewalk will remain closed until September 30. All pedestrian traffic will continue to be directed through overhead protection located in the turn lane.
  • Closure of Montgomery Avenue southern curb lane and sidewalk from Wisconsin Avenue to Waverly Street. The curb lane and the sidewalk will remain closed until September 30.

Metro service info for July 4 and July 5
The National Park Service has announced the Independence Day fireworks show will return to the National Mal in DC on July 4, beginning at 9:09 p.m.  Metrorail service will operate 8 a.m. - 11 p.m. During the day, trains will run on a regular weekend schedule, every 12 minutes on the Red Line until 4 p.m., after this trains will run every 6 minutes.  Read WMATA’s press release for more details.

If you're planning to use Metro to go downtown for July 4 festivities, be sure you have enough money on your SmarTrip card beforehand, so that you aren't faced with long lines when you get to the station.

Metro Announces the Launch of SmarTrip on Google Pay
Metro has just launched a new SmarTrip app, available at Google Play Store, that allows the convenience of tap-and-go with an Android at fare gates and on buses that are Android-compatible. Metro will waive the $2 SmarTrip card fee for all Android users purchasing a virtual SmarTrip card during the first six months of its launch. 

Metro is phasing out diesel-powered buses. A new plan is in place to transform the fleet to electric by 2045   Read the Washington Post article for more details.

Metro riders will soon see new, upgraded faregates as testing gets underway at six pilot stations.

SoberRide Offers Free Lyft Rides Home on Independence Day, July 4

MCDOT Asks Residents to Provide Feedback on Veirs Mill Road Flash Survey 

The MCDOT Flash team attended the Wheaton Summer Kickoff event last weekend to encourage residents to learn more about Flash services on Veirs Mill Road and to gather feedback, tour the onsite vehicle and answer trivia questions for prizes.  

MCDOT is planning to design and construct a 7 mile FLASH Bus Rapid Transit line along Veirs Mill Road (MD 586) in Rockville. This new service will improve transit travel time and increase opportunity for a broad range of users, connecting riders to high density housing and employment centers.

MCDOT Promotes Safety at Westfield Wheaton -  Summer 2021 Kickoff

MCDOT’s Safe Routes to School (SRTS) program attended a kick off to summer event for students and their families. SRTS staff  distributed educational safety materials and reflective gear with a chance to spin a while for additional prizes, to over 500 students and families. Zeal the Safety Zebra had an amazing time hanging out with the kids.

MCDOT Continues Work On Capital Crescent Trail in Bethesda

 Work on the Capital Crescent Surface Trail has restarted after the installation of utilities last week. Crews are expected to finish the brick sidewalks and curb work and installing a new streetlight at the corner of Wisconsin and Bethesda Avenues. Resurfacing begun on Bethesda and Woodmont Avenues, leaving striping as the last "major" task. Follow the progress on Twitter.
